Summary: Just book the penthouse already. I read another review that it's the best value in Tokyo. I haven't stayed in enough other Tokyo hotels to verify that, but I believe it. It cost less than a regular room at the Westin down the street, and has incredible panoramic views of Mount Fuji and Tokyo Tower.
